Offshore Wind Developments Drive Demand for Clean Energy Lawyers

The offshore wind sector continues to be one of the clearest indicators that, despite economic headwinds and shifting political narratives, the long-term drive towards net zero remains firmly intact. Nowhere is this more evident than in the Hamburg Declaration, signed in January 2026 by nine North Sea nations, which sets out an ambitious and highly coordinated vision for the future of offshore renewable energy.

 

The Declaration commits to delivering up to 300 GW of offshore wind capacity in the North Sea by 2050 with up to 100 GW to be developed through cross-border “hybrid” projects. These projects, connecting multiple national grids via shared infrastructure, mark a significant evolution in how offshore wind is financed, built and operated.

 

From a legal perspective, this growing complexity is driving a sustained need for specialist expertise. Lawyers with experience in managing cross-border Contracts for Difference and Power Purchase Agreements are already in demand, and this is only expected to intensify.

 

The demand is not limited to short-term due to the interm milestones set out by the Hamburg Declaration that include 20 GW of cross-border projects planned for the 2030s and a target of installing 15 GW of offshore wind per year between 2031 and 2040.

 

Firms are actively expanding their clean energy and infrastructure practices, often competing for a relatively limited pool of experienced lawyers with offshore wind expertise. At the same time, there is increasing openness to candidates from adjacent sectors, such as oil and gas or broader infrastructure, who are looking to transition into renewables.
